this poor plant went through alot this winter, our weather never got cold enough to have it "die off" completely and now it still only has it half dead leaves that grew over the winter and no new growth. Can it be brought back? if so how and also what do I need to do to keep this from happening again next year?

Get thy self to the garden with pruning shears and remove any dead and wilted materials in the next twenty-four hours. Apply a general balanced fert to the plantings immediately. I would use a cheap 10-10-10 with minerals granular (you can use this on turf and throughout the year). About six inches from the plant/plantings dig a trench about four inches deep and backfill with the existing soil and spaghnum moss at about a 50/50 mix of both. Deeply water in the area around the plant and watch what happens. Despite the delicate flower and beauty the Iris is hardy!! Try this just to be safe.
