It is for the City Of Angels soundtrack, it is kind of sort of the band are the watching angels like what Nicholas Cage's character is, and they are just watching all of those events progress. The are expressing the feeling of watching the world with no real physical connection to it as they can not feel. The song was written before the movie for the Dizzy Up The Girl album, but fit the movie theme perfectly.
